Two-Stage Request for Supplier Qualification (RFSQ) Guide

To support this goal, Build Nova Scotia has established a new Two Stage RFSQ (https://procurement-portal.novascotia.ca/tenders/BNS-2324-0001) for the provision of Goods, Services (Professional and Operational), and Construction. It replaces former Develop Nova Scotia’s Two-Stage RFSQs for Professional Services (DNS-1920-0003 and 0034) and for Operations and Maintenance Service & Support (DNS-2021-0041). It should be noted, those already prequalified under these tender processes do not need to prequalify again.

This procurement tool allows Build Nova Scotia to prequalify proponents into specific Categories of Service, to leverage enhanced financial call-up thresholds, and to significantly reduce the tendering timeline. Our RFSQ is open for year-round onboarding as we are always looking for new partners. A proponent need only provide a short company profile to procurement@buildns.ca that clearly identifies the Categories of Service you seek pre-qualification under and why your organization is positioned to partner with Build Nova Scotia in that category. You also need to provide a completed and signed Appendix B Submission Form https://buildns.ca/wp-content/uploads/2023/05/DNS-2021-0041-17.pdf.

  • Marine Infrastructure construction, maintenance, and repair (including but not limited to provision and or repair of all related wharf & floating dock materials)
  • Public Space construction, maintenance and repair (including but not limited to hardscaping, landscaping, timber construction, and any associated mechanical/electrical infrastructure)
