Build Nova Scotia releases QEII HIEP Project Development Report

Following the Province’s execution of the Project Agreement with Plenary PCL Health (PPH) on February 12, 2025, Deloitte, the financial advisor retained by Build Nova Scotia for the QEII HIEP, performed a final value for money (VFM) assessment. The objective of the final VFM assessment was to confirm, based on the executed PA, the estimated VFM savings generated by delivering the Project using the Design Build Finance Maintain (DBFM) model.
The QEII HIEP Project Development Report summarizes the procurement process, signed contract highlights, and contains a section on the final value for money assessment. It shows the VFM is $1.08 billion, or 19.34%, less than the Province’s traditional delivery approach of Construction Manager as Agent.
The report says the project structure encourages performance and facilitates the realization of maximum benefits for all Nova Scotians. The significant benefits the Province will realize from QEII HIEP, include modern, fit for purpose clinical accommodation, a bigger emergency department with increased access and improved wait times.
In addition to these benefits, relative to the traditional approach, the delivery of QEII HIEP through a DBFM arrangement offers several advantages, including:
- Expedited Project completion;
- A better understanding of project risks;
- Schedule certainty;
- Cost certainty; and
- Clear accountability.
